Context

Part of updating the pathogen repos to match a golden path:

Description

Ingest pipeline has been added in https://github.com/nextstrain/zika/pull/28. Post-merge, will address the following additional feedback:

[x] location of usvi data files
[x] post merge update of data.nextstrain.org zika files
[ ] #32
[x] Rename transform.smk to curate.smk
[x] Simplify field name remapping
