Provide mechanism for vendors to document prefix usage in NXDL #131

The list of reserved prefixes allows vendors the ability to add their own metadata without worry that their custom fields will be used in NeXus. This is a valuable feature. However, as discussed in Spring NIAC 2022, there should be a standard way for vendors to document their conventions in a way visible to the larger NeXus community, such that when features and terms become more common, they can be more easily pushed into NeXus base classes and application definitions for others to use as well.
