NIAC 2018 decision: this stays in the contributed definitions for the tim being.

May be we should revisit this in NIAC 2020

This was merged in 2018-10. Should it stay as a contributed definition now or NIAC2020 consider this be promoted to application definitions?

l have asked our analysis group at Diamond if we are using it. It was being used to drive XMRC but I think people are now more interested in Geant4 which does not support quadrics. So there is no urgency to make this an official class.
