Improve nxelectron level #1353

Still not really sure what to call these levels. Perhaps "electroionization subshell"? But it is used in denoting transitions as well so probably not.

Keep in mind that new NeXus classes (base classes or application definitions) start as contributed definitions. Such as NXelement or NXelectron_level in this branch.
