"newfeature" script broken due to RedHat not being nice #30

The "experimental" id service got stopped on OpenShi(f)t with very little advance notice. Needs to find a new home. Preparations are under way.

heroku seems nice. The web page part is running there now. Database needs some work.

Migration more or less successful. Creating newfeatures and ids does work. However the script receives a failure, because sending emails from heroku appears to require and add-on service. Will sort this out after my holidays.

Verification still an outstanding issue, but that along to another repo.
