NIAC email voting in constitution #7

The NIAC2018 changes say we need 2/3 attendance for a simple majority vote, but then we send for email so it is not a simple majority vote?

In #6, the text about voting was changed in the constitution. That text is in need of some revision to respond to current conditions regarding email votes, NIAC meetings by teleconference, and member renewals.
