Difference between include vs. exclude #71

I'm using FSRM to block all extensions and only allowing extensions from a list I generated from our file share. Excel tmp files are posing a problem. I have allow tmp files and this seems to defeat the purpose.

Does it make more sense to allow all and block extensions from the crypto-list provided via this script?
