Add new throttle queue

[nezuo]

Fixes #14.

Here's a few additional changes from this PR:

• Revamped testing and removed SUPER_SPEED tests. I was able to remove the confusing Clock object.
• Removed the UnixTimestampMillis mock
• Fixed :save() and :close() promises resolving with a value
• Improved functionality of some tests
