Template update 2.13.1 #712

Description of feature

There are pipeline breaking issues with the most recent nf-core template 2.13.1. The automated template update PR wasnt opened because a function was defined in a config, which isnt allowed any more.

So the task is to update to nf-core tools template 2.13.1
