Description of feature

Definitely a feature that we should implement. MSP-Format and maybe also DIA-NN speclib would be great.

@timosachsenberg @jpfeuffer https://abibuilder.cs.uni-tuebingen.de/archive/openms/Documentation/nightly/html/TOPP_SpecLibCreator.html Would that be a point to start or is this tool outdated?

For DIA I think https://github.com/grosenberger/easypqp is used a lot
