Automatically update actions to most recent version in workflow files #20

I guess we can also use renovate for that?

Yep! Which repos did you have in mind? We might just add renovate to tools and let it bump the actions there and then roll those out from there.

I'm hoping to avoid renovate in all of the repos and thinking about that when our current flow works really well.

We're gonna need https://docs.renovatebot.com/config-presets/#preset-hosting I've copied two and I think they're already out of sync.
