Move azure resource request section from templates to the website #1773

Is your feature request related to a problem? Please describe. It would be nice if we can move this section from the pipeline template to the website to simplify the pipeline usage docs.

I'd use Standard_e16d_v5 machines instead of D16_v3.

More memory for bioinformatics
More storage space for big drives
More recent generation
Just as widely available
Only a little bit more expensive.
