Maintenance and improvement updates for main-ci

Issue to track and take notes on main-ci workflow updates:

• Update schematic testing to 24.4.1
• Resolve deprecation notice https://github.blog/changelog/2024-04-16-deprecation-notice-v3-of-the-artifact-actions/
• Fix actions fail when empty commit (minor issue touched upon in standup 4/23/24)
  • This fixes the other notice Node.js 16 actions are deprecated.
