Precheck for supplemental context/coverage for schematic revalidation #131

For some things, it would be nice to provide a precheck or better context since the error is a bit confusing. Example:

The submitted metadata contains << ‘’ >> in the Component column, but requested validation for << template >>.

Causes:

  1. Components can be inconsistently filled out because of the way the files are organized
  2. Components was more of an HTAN feature that was not added until later on (mainly for compatibility with schematic compliance dashboard?), so many older files have this blank
