Vignette just focused on functionality related to portal tables #172

Interestingly, though portal table utils were some of the first and arguably most important functionality, we currently only have vignettes on:

annotations
access utils
cbioportal

This would be especially helpful because:

it's a good place to provide the NF context for some of these functions
keep track of new relationships or gaps especially with regard to recent refactoring of tables (with heavier usage of materialized views)
