MLO evaluation: define criteria for evaluation

Since this topic is not aligned with the issue template, a similar style is adopted.

As we do not necessarily need to redefine all criteria a list of tools which evaluate already existing criteria and a list of missing criteria should be started.

What further steps are needed to be taken or discussed by/in our WG regarding this issue?

1. [ ] Collect already existing tools that are used to evaluate Terminologies for:
   • [ ] Semantic consistency outside of reasoning ( listing all Ontology reasoners isn't feasible)
   • [ ] Quality of existing ontologies
   • [ ] Compatibility of existing ontologies
2. [ ] Define additional criteria not depicted by already existing tools
