Is your feature request related to a problem? Please describe. I'm always frustrated when I need to download the config file and place it somewhere.
Describe the solution you'd like A default version of the global config file that gets created as soon as you use the ArcCommander.
Describe alternatives you've considered The current way.
Additional context $XDG_HOME_CONFIG would be a nice place to plant the file.
