Package content hash not calculated uniformly across packages

There is a point in the pipeline where package hashes are calculated differently.

This means we need a single function provided by AVPRIndex that is used across all consum,ing libs and the API so we are sure it is njot the usual "forgot to unify line endings" issue when packjage hash collisions occur
