This PR

Adds the ARCValidationPackages project, which provides functions for pulling, caching, updating, and executing validation packages from https://github.com/nfdi4plants/arc-validate-packages
Restructures the tests, so that each API has a separate testing project, and integration tests for the cli tool are done on a separate test project as well.
