Update the ARC Commander version to v0.5.0 #20

ARC Registry application is still using the ARC Commander version v0.4.0. and hence some of the ARCs are 'failing' at the time of processing the ISA metadata. A new stable version 0.5.0 of ARC Commander is available which needs to be updated.

This is not required anymore. We updated the functionality to pick the arc.json file from the GitLab artifacts directly whenever a push notification is received. This also means, the CI/CD pipeline always generates the arc.json without fail.
