Changes to the ISA Search

1) Make the front page search drop-down searchable with "Investigation" data. We can remove some of the ARC search criteria.

2) Improvise the Parameter Search. 2.1) Make it more like a free-form search. Look up the parameter and value (parameters, factors, characteristics).
