Make some layers always opaque: when moving the transparency slider they remain 100% opaque #30

I don't agree with what I understand. If the slider moves, opacty should change. If a layer should not change its opacity slider should be locked and be shown clearly to the user with a lock icon or a message.

I guess it can be interesting for the base layer like blue marble. Anyone interested on being assigned. Otherwise I'll close.

It was requested by Argentina I think, it refers to the old naming in layers.json. As the transparency slider operates at the portal layer level and a portal layer can have many wms layers, some of those wms layers might need to stay opaque and not be affected by the slider.

In Argentina this is not currently an issue. I can't remember any reason for this ticket so I will close it. Feel free to reopen.
