Docker login not working on cluster nodes #1891

@marcusbooyah reported that docker login isn't working on cluster nodes:

sysadmin@control-0:~$ sudo su -
root@control-0:~# docker login registry.neon.local

Error: authenticating creds for "registry.neon.local": pinging container registry registry.neon.local: invalid status code from registry 503 (Service Unavailable)

This was an issue with the cluster definition
