On Linux systems with Intel HD Graphics, Vulkan driver does not work. The issue is probably driver related, as on systems with external GPU and vendor's drivers everything works fine.
Recently there was some movement in Fedora's bugtracker related to Vulkanappearently there was no reply here and the discussion moved somewhere else. Make sure to follow whatever is happening and when Fedora maintainers incorporate newest Mesa version with Vulkan drivers, run the renderer and fix whatever is not working.
UPDATE: Appearently, there is a side-COPR created by people involved in review mentioned above. It cotains newest mesa and vulkan packages here.
