Use GitHub Actions for CI #125

Migrating from Travis to GitHub Actions:

The Travis account ran out of quota (https://travis-ci.com/nfroidure/svgicons2svgfont).
We can't rely on CI when people send PR (https://travis-ci.com/github/nfroidure/svgicons2svgfont).

It's a good opportunity to move to GitHub Actions.

The test added in https://github.com/nfroidure/svgicons2svgfont/pull/119 is still failing, I will fix it right after.
