feat: postgres for api permacache

This PR Replaces usage of KV by Postgres in API by known limitations of KV that would be a limit factor quite soon. It includes:

• /api/db with DB sql scripts (config, tables, functions, fdw to nft.storage DB, nftstorage schema)
• /api/docker with local DB for test setup
• /api/src updated DB Client and wired it up with API handlers, removing KV code
  • added more sort capabilities to GET /perma-cache
• /api/test essentially the same, just removed KV validations in favour of Postgres validations
• infra scripts to spin up Postgres DB + Postgrest for production/staging
  • Staging part of the script was ran already successfully

API code got so much cleaner 😍
