fix: perma cache delete multiple common urls #96

This PR fixes HTTP DELETE /perma-cache/:url that should not remove from perma cache when there are still references to the URL

Tests had a few changes:

need to be sequential to have all the previous ones to remove from perma cache bucket
new CIDs to avoid collisions with other tests, as data will already be in DB
