uif-MessageBanner: Resizing hides the chevrons #419

Expected Behavior

The chevron to open or close the message banner is visible after resizing the window

Actual Behavior

The chevron disappears after resizing the window

Steps to Reproduce Behavior

  1. Go to Demo Site Chevron visible
  2. Resize the window and search for the chevron down
