uif-dialog should implement same functionality as React sibling #455

Expected Behavior

Have the same public signature & behavior as the React component by MSFT: https://dev.office.com/fabric#/components/dialog.

Actual Behavior

Presently the uif-dialog functionality is very limited & leaves a lot to be desired.
