docs(version): update CDN references and Angular docs #497

Updated repo README.md to include reference to correct CDN location of ngOfficeUIFabric & Office UI Fabric CSS files.

Also updated README.md to include details about the state of the project (ng1, ng2, ng4, etc).

Fixes #489. Fixes #494.
