I haven't been able to reproduce this issue yet. I've tested with Java 8u201, the GeoServer 2.14.2 Windows installer and the ElasticGeo 2.14.0 binaries using the below steps.
webapps/geoserver/WEB-INF/lib
Start GeoServer again
I tested on Windows Server 2012, 2012-R2, 2016 and 2019. In all cases GeoServer appeared to start properly and Elasticsearch was shown on the new data source page (Stores->Add new Store).
I've done a fresh install of GeoServer and followed your steps above and it is working. Not sure what was wrong first time round but I'll re-open if I can work out why. Thanks for looking into it.
I have just set up the following: Windows Server 2012 JRE 1.8.0_201 GeoServer 2.14.2 using Windows installer
That setup works OK. Now I download the precompiled binaries for ElasticGeo (2.13.3, or 2.14.0 beta) and copy to my GeoServer lib folder, then restart GeoServer. This results in the following log:
