Layers that are not checked should not load on pan/zoom #255

Currently it appears to be setup that all layers will load even if they aren't currently enabled. While this makes it faster in the event you need to turn a layer on/off rapidly, it results in a lot more network bandwidth usage as all layers load even if they aren't enabled.

OK, I think this is fixed now. Still need to finish testing, but layers that are unchecked shouldn't load. And if you uncheck them one time, they shouldn't load next time.
