Since ngageoint/hootenanny#3157 merged we've been unable to produce RPMs because of an inconsistency between Hootenanny's logger and the one provided by log4cxx. This exposed the fact that we don't use log4cxx in development, yet require it for the RPMs. There's no rationale for the original inclusion of the library in #10, thus we should remove it from Hootenanny's RPM requirements and build containers.
