update pg_dotless to initialize the database #280

the pg_dotless variable was mixed up, causing the pgdata directory to not be populated. This made the spec file fall into a loop waiting for postgresql to start with it never being possible. This commit is to fix the jenkins pipeline 'hootenanny-rpms'

Adding @jbronn for his SA and review. I think this came from our adding support for postrgres 10.

Yeah, this was my bad from a bad copy-paste job from another script.
