url change for ESRI FGDB API #1457

URL for ESRI FGDB API has changed causing failed installations. Needs to be changed in VagrantProvisions.sh and perhaps elsewhere.

old URL: https://github.com/Esri/file-geodatabase-api/raw/master/FileGDB_API_1_4-64.tar.gz

new URL: https://github.com/Esri/file-geodatabase-api/raw/master/FileGDB_API_1.4/FileGDB_API_1_4-64.tar.gz

or perhaps use 1.5 version https://github.com/Esri/file-geodatabase-api/raw/master/FileGDB_API_1.5/FileGDB_API_1_5_64.tar.gz
