Convert httpClient calls to @esri/arcgis-rest-request with ArcGISIdentityManager for authentication

This is a draft PR for feedback and help others branch from this work. Many of these changes have not been tested yet including FeatureServiceAdmin.ts and ObservationProcessor.ts.
