Unable to start Scale after installation using steps in quickstart docs #1913

Description After following quickstart installation instructions, unable to install Scale

Reproduction Steps Steps to reproduce the problem:

  1. Install DC/OS on AWS
  2. Install DC/OS elasticsearch service
  3. Install PostgreSQL/PostGIS as RDS instance
  4. Attempt to install Scale via DC/OS UI service universe
  5. Observe that the expected services are not running

Expected behavior Observe the scale, scale-fluentd and scale-webserver services are running and healthy

Scale API: 5.4.0

Cluster details below are very helpful for problem resolution, but external Scale users aren't expected to provide.
