Automate GIS accessiblility of tier 3 data #379

Users will need a more straightforward and automatic way of using the WFS/WMS. I propose giving a list of access options, where a user will click some text similar to that listed below and the file, URL, or project will open automatically if the user has that application on their desktop: Add to ArcMap Add to QGIS (Quantum GIS) Add to UDig Add to Google Earth -- also make available shapefile of data KML

This comes from user testing feedback from Stanford Geo Workshop, where user specifically were using QGIS and Google Earth. Users mostly do not know what WMS/WFS is and thus will not copy and paste those capabilities URLs into an application.

we can definitely remove from the Oct 24 milestone if other things take precedence. Worth a look into based on user feedback
