Looking at the Nevada Power Plant record we've been using for testing the OGC service deployment on harvest

I'm not logged in, and the drop-down menu for 'Explore' on the csv resource has the 'Publish OGC' option enabled. This shouldn't be an option for a non-authenticated user, it should only be available to admin or the resource owner.
