OIT files moved #51

OIT links are broken in metadata available in NGDS. Toni (formerly at OIT) has all the files, so she is going to make sure that these files are put up at the library at Oregon Tech, which will be a much more stable location than the OIT site (which she's not sure will be maintained). Toni will get with us when the files are moved, then we will need to update the links in the OIT metadata and reprocess it, reharvest it into the USGIN geothermal Geoportal, then back into CKAN.

Alla is still adding the PDF bulletins. Their Software CONTENTdm was down for 2 weeks
