Add new /contentmodels route to ngds API #19

As a replacement for schemas.usgin.org (see #14), we will have the NGDS API return the content model XMLs directly through a new API route.

The latest versions of the XMLs can be found at https://github.com/usgin-models.

We can consider this a post-ADEPT project.
