Volunteer: Increment/ decrement camp resources #31

I think we can combine medical packets and first aid packets, but no harm in having both of them.

If you combine, please make the changes to the add/edit resource methods, and also:

update the dummy_resource in dummy.py accordingly
uncomment the # overwrite_json(dummy_resources, "camp_resources.json") line of seeding code + the # from dummy import ... line in main.py
run main.py once (once it runs you can stop it)
finally, make sure to comment out the entire block of seeding code main.py again [IMPORTANT]
