Admin end or delete plan

End plans by adding end date and having the status auto update to "Ended"
Split "show plans" into a submenu which gives user option of showing active/ended/all plans
Added an "immediately end plan" and "reactivate plan" option to the manage humanitarian plans menu
Data validation for all of the above including checking for valid countries
Added is_future_date() to interface_helper
