Support whatShouldIServeNext() API call #97

Add vastController.whatShouldIServeNext() API call to allow the stream sequence 
to be interrogated 
to determine what type of stream is to be served next given a stream index

Don't think this is really needed. More discussion is required before this is 
actioned.
