feat!: Add support for NGINX Plus R33 and the new JWT license

Proposed changes

This PR adds support for installing NGINX Plus using the JWT license that's required starting with R33. It also adds support for installing NGINX Plus on Alpine Linux 3.20 whilst removing support for installing NGINX Plus on Alpine Linux 3.16.
