Just a cleanup under .github/workflows/. Updating outdated stuff, replacing unmaintained, etc.

There's a maintained fork of actions-rs/audit-check under https://github.com/rustsec/audit-check, but cargo-deny is a more comprehensive tool with ability to check licenses on pull-requests.
