Sometimes the OverlayPlugin adds an entry to the config (*under EventSourceConfigs -> MiniParse") called "overlay#web#targetbars"
When loading the plugin after this entry had already been added, the plugin fails to load config:
From my testing it seems to be related to OBS browser source somehow, but that is just a guess based on my own experience. If I don't ever use OBS it has never be added, but using OBS makes it more likely/guaranteed.
