Mod recommendations #23

We should probably add a way to recommend mods to users. We either need a way to recommend obvious stuff like the MediaVPs, FSPort, ... for new users or a more general solution like "these mods are related to the what you recently played" or maybe even just "here are recently highlighted mods".

An "essentials" tag could probably be used to highlight things like Mediavps. I think the best system for ratings would be a simple upvote (no downvote) system.

There has been a lot of discussion around this and I think we should avoid any kind of rating system for now. I'd rather implement something like GOG's lists which players could use to create mod recommendations with their own comments (something like Battuta's campaign guide).
