Update Cirq to v0.8. #292

Update requirements and docs to point at Cirq 0.8.0 (the latest release). Also updated a couple of deprecated function calls.

Good, it looks like Travis triggered properly for this PR. Still unclear why issue #291 affects some PRs and not others.
