Query for NTP time directly to Gateway #5

From a user, "Since the ConnectPort is has a built-in NTP client, I would love 
to be able to send a command to the XIG to get the date and/or time of day back 
so that it can easily parsed by XBee/Arduino projects."

Added the xig://time feature to the trunk.  I used a common ISO date format.  
Also bumped trunk revision number up to 1.2.0 and adjusted extant documentation.
